Ballard Spahr LLP issued the following announcement on Oct. 11.
Donna Brady—an attorney with more than 30 years’ experience focused on innovative procurement, contracting, and finance for infrastructure project development—has joined Ballard Spahr in the firm’s Los Angeles office, firm Chair Mark Stewart announced today.
Ms. Brady brings her deep background in project development, including design-build and public-private partnerships (P3), to the P3/Infrastructure, Energy, and Project Finance Group within Ballard Spahr’s national Finance Department, which she joins as senior counsel. Her experience includes work on a broad range of facilities, including for transportation, water, energy, and social infrastructure. Ms. Brady's experience includes an emphasis on representing state and local transportation agencies in the procurement of contracts for construction and operation of highways and bridges, as well as other transportation infrastructure, including rail, ferry, and airport projects. She also has unique and extensive experience in procurement and operation of interoperable electronic toll collection systems and Intelligent Transportation Systems.
Ms. Brady joins Ballard Spahr at a key time for infrastructure project development, as the federal government gears up for a massive infrastructure upgrade program to rebuild the nation’s deteriorating roads, bridges, and water/wastewater systems. Ms. Brady adds further strength and depth to the P3/Infrastructure Group in the West, as part of the firm’s strategic focus on serving infrastructure project developers nationwide. Just last month, William Estes joined the Group in the firm’s New York office, bringing years of experience as a high-ranking in-house counsel at government agencies responsible for school and highway construction. The Group’s attorneys are advising on major projects across the country, ranging from rail and highway infrastructure to higher education facilities.
“Donna’s experience with innovative project delivery methods will be of great benefit to our clients participating in infrastructure development projects, particularly in the West,” said Steve T. Park, P3/Infrastructure Group co-leader. “We are thrilled to have her as part of our team during a very active time for these types of projects.”
“Ballard Spahr’s national platform and depth of resources in the infrastructure development space are a great fit for my practice,” Ms. Brady said. “I was also drawn by the firm’s collaborative approach and intense focus on client service. I’m excited to join Ballard’s team helping clients deliver major infrastructure projects that serve the public in crucial areas such as transportation and water treatment.”
