"24 for '24" Report, offering key recommendations to secure U.S. elections

A group of 24 experts in law, elections, and information security has released a groundbreaking report titled "24 for '24," which outlines essential recommendations for safeguarding the integrity of the upcoming 2024 U.S. elections. Published by UCLA School of Law's Safeguarding Democracy Project, the report provides specific guidelines for various stakeholders, including government organizations, media agencies, social media platforms, and the American public.

Professor Richard Hasen, the founder and director of the Safeguarding Democracy Project, stressed the urgency of fortifying America's electoral process. He stated that the election system is under immense stress, especially after the previous election was conducted during a pandemic and faced unprecedented attacks on its integrity. He expressed hope that the report would serve as a roadmap for actionable steps that can and should be taken to ensure a fair and legitimate 2024 election season.

Furthermore, it emphasizes the importance of stricter regulations and limitations on electronic ballot returns, as well as preparations to mitigate risks related to artificial intelligence affecting electoral infrastructure. The report encourages public engagement in promoting quick election result determination and debunking baseless conspiracy theories.

The report also underscores the need for adequate public funding for elections, with fair and nonpartisan allocation of any emergency private funding. It emphasizes that both government leaders and election officials should adhere to democratic principles, ensuring that all eligible voters can register and vote without intimidation, with transparent and orderly vote counting processes. Election administrators are advised to enhance security against internal threats by implementing mandatory background checks for vendors and staff with access to critical systems, along with robust access controls and chain-of-custody procedures.
