Shireen Matthews named among Daily Journal's "Top White Collar Lawyers in California"

Shireen Matthews, a partner in Jones Day's Investigations & White Collar Defense Practice resident in the Firm's San Diego Office, has been named to the Daily Journal's list of "Top White Collar Lawyers in California" for 2022. Editors of the Daily Journal recognize honorees based on the impact and regional or national implications of their work.

Ms. Matthews is a former federal prosecutor who now helps companies conduct internal investigations and build, enhance, and maintain effective corporate compliance programs. She regularly defends clients in high-stakes government investigations and regulatory proceedings relating to health care, false claims, cybersecurity, and data privacy. Ms. Matthews also is an experienced civil litigator who represents businesses facing complex, and often enterprise-threatening, litigation. She has managed civil discovery, including depositions and motion practice, from case inception through trial.

In one recent case, Ms. Matthews successfully resolved a parallel investigation of the operator of a large chain of skilled nursing facilities (SNFs) by the Department of Justice, alleging improprieties in billing practices for therapy services. SNFs are a frequent target for government audits and investigations given the large Medicare bills resulting from intensive therapy and lengthy facility stays, and investigations of peer companies have led to multi-million dollar payments by SNFs. Ms. Matthews led a Jones Day team that successfully negotiated a favorable civil settlement and a complete declination of all criminal charges. Ms. Matthews has also represented individual health care providers and large health systems in regulatory proceedings and government investigations, helping them navigate the often-complex statutory schemes that govern Medicare and Medi-Cal payments.

An engaged community leader, Ms. Matthews is committed to public service. She served as a Lawyer Representative for the Ninth Circuit Judicial Conference from 2014 to 2018 and is a past president of the San Diego Chapters of the South Asian Bar Association and the Federal Bar Association. She currently serves on the Board of Trustees for Scripps Health, and on the Board of Directors for Big Brothers Big Sisters of San Diego County. Ms. Matthews also serves as the hiring partner for Jones Day's San Diego Office and is a member of the Firm's Diversity, Inclusion & Advancement Committee.
