Family of six sues L.A. County over man's suicide in jail

LOS ANGELES -- A woman and her five children allege a stay in jail caused the wrongful of their husband and father.

Marlene Orozco, Mark Carrillo, Jr., Joshua Carrillo, M.M.C., J.J.C. and A.F.C, by and through their guardian ad litem, Marlene Orozco, filed a complaint on July 6 in the U.S. District Court for the Central District of California against the County of Los Angeles, Sherriff Alex Villanueva and Does 1-20 for deprivation of civil rights - wrongful death, deprivation of civil rights - Monell violations, deprivation of civil rights - supervisor liability, negligence, violation of government code - failure to provide medical care and violation of the ADA. 

According to the complaint, On January 23, 2021, Mark Anthony Carrillo began demonstrating signs of severe mental illness and had been diagnosed with mental illness between 2018-2019. Carrillo had previously been incarcerated, and the Los Angeles County Men’s Central Jail and Los Angeles County Twin Towers Correctional Facility knew of his mental illness and of his being a suicide risk, the suit says. 

During his incarceration from December 23, 2020, to January 23, 2021, Carrillo was experiencing delusions and paranoia and he was not taking his medication, the suit claims. Carrillo was found hanging from the bars of his cell on January 23, 2021. The family alleges that because it was known at the correctional facilities that Carrillo had mental health issues and was suicidal, they did not take the correct precautions and withheld his medication, causing him to kill himself.

The family seeks general and compensatory damages, special damages, punitive and exemplary damages, attorneys fees and cost of suit. The family is represented by Michael S. Carrillo.
