The City of Los Angeles and the Los Angeles Police Department were accused of police violence in the Los Angeles County Superior Court.

The complaint was filed by plaintiff Armen Mouradian on March 11, and was then removed to federal court on May 7.

According to the complaint, Mouradian was experiencing a mental health episode on June 24, 2019 when he struck a parked vehicle with his car. Mouradian left the accident scene on foot and was found by police several blocks down in an alley.

Mouradian was allegedly not following police orders to put down a piece of broken glass and remain still due to his mental health episode; as a result, police shot him approximately a dozen times with nonlethal bean bag rounds, causing serious injury.

The defendants are accused of excessive force, denial of due process, assault and battery, and other charges.

Mouradian is represented by Lawrence S. Middleton of Los Angeles.
